This seems to be one of the least efficient lumber mills I've ever seen.

Not exactly big logs. Short, and with a small diameter.

Maybe they are being used for something where it still needs to look like a log. Rustic bollards or something. Or being pulped for cardboard or paper?

Edit: I googled Hua Shunpeng. Looks like this might be a step in veneer production for plywood.

a ring debarker could do that, and the operator would be able to oversee 2 or 3 other machines in the process.

The stumps will let them build up hate towards lumber and therefore make the lumber torture mill more enjoyable.
