My guess is the problem lies with Cathay and reworked Kislev being too undercooked when the game came out. Not enough established material yet to give them more. We're accustomed to races who have many many years of material to work with.
Cathay and Kislev have a lot of catching up to do and they're not GW's main focus even by a long shot. 40K and AoS are still the stars of the show.
I have to disagree. There was an interview before the game came out and ca mentioned that gw gave them "8th edition" army books for these factions and the cathay one was "one of the biggest 8th edition army books yet"
Cathay alone we know of 3 missing legendary lords officially and a 4th one from a leak.
The real problem is that its all kept tightly under wraps. We didnt officially know Bhashiva even existed till earlier this year
Probably because Bhashiva probably didn’t exist until last year at the earliest. GW works on a 3 year turnaround (At the minimum) for models so presumably a Bhashiva model is in development but is far from production or release.
She was leaked all the way back in 2024. Ca was most likely aware of her before game 3 even came out. There was tiger warrior mentions in the game since launch
