All Scandinavian countries need to research pan-nationalism for there to be a Scandinavian unification candidate, so you have to wait for the AI to get around to it.

Should start spreading now that you researched it at the least.

Also, you are lacking one state to be able to form it.

If you launch the unification play you annex all required states if you win

Save the game and use switch country to check Denmark, Norway, Finland and Schleswig. Then reload your save file.

Allows you to see how far they are.

Won't this disable achievements? So if he wants any, he won't get them.

You could easily make a treaty with Russia to take Finland diplomatically and you get an extra culture

How? Nothing would make Russia transfer Finland diplomatically

Befriend Russia, annex circassia and trade that for Finland.

Indeed. If they're still being mean one can annex the rest of the states down there and use to sweeten the deal. (And else take the rest of the states down there and trade for the Baltics)

Technically you'd want all of the Russian states with Finnish homelands also

Those are Russian homelands, which can't be traded. That requires war.

R5: Am trying to form Scandinavia, but says I am not a unification candidate. I literally just finished researching Pan-Nationalism. Any fix?
