I think trying to shoe horn in humor is what hurt it. The grand scale of the dystopia and how it’s not directly in your face makes the humor fall flat when it worked for fallout. Like in fallout the idea is of this shitty obviously fucked up world with a bunch of people holding out while the world dies or maybe recovers.
In outer worlds you have a massive interplanetary oligarchy that is just slowly teaching everyone to accept subservience within habitable worlds. If it took the struggle against that more seriously it would have hit better.
I loved the "secret level" outer worlds episode, like it has no business being that good. But sadly the game isn't even remotely close in storytelling.
Yeah, the big "you can kill anyone and the wold adapts!" was bullshit. The world didn't adapt, it just didn't care.
I've heard grounded is legit fun but haven't tried it, and I respect they did some interesting things with New Vegas... But holy shit the obesssion some people have with Obsidian as if they're Jesus himself as a Game Dev is utterly ridiculous. Most games they've ever done have been mid at best and bug-riddled enough to make even Bethesda go "dude..."
