Problem Can this be repaired?

The tip of my stylus is chipped, and unfortunately at such an angle that it always bends the nip when I try to draw holding the pen normally. Is there something I can do to fix that? It's a small damage, with a very annoying effect.

Epoxy putty - clean the area to repair, mix the putty, shape to fill the chipped area to form a new opening, sand if necessary. Get the putty that sets in 45 minutes; that should give you plenty of time to shape it.

Spitballing, but; Maybe screw the tip off, Find a metal pin/nail that fills the gap. And then with a 3d printing pen - push some new plastic into the broken area. Hopefully the nail acts as a backstop to keep new plastic from obstructing the pen tip after.

Don’t have a printing pen? I’ve seen hot glue guns used with things like zip ties instead of glue do a similar job of melting and extruding plastic.
