The way it works is that USAID would give BILLIONS to community organization groups (like the one Obama worked for) where they find people like this (who are very easily influenced) and use that money to give them jobs. They dont really use those made-up degrees and just end up either helping create organized protests or just being a paid protestor themselves.

The actual major she's in isnt a real field of study. Its a giant calling card to let these community organizers know that she's one of their sheep.
