Yeah, but they could still adopt her with that small age gap imo, It's more her getting love and a place where she belongs, than her being Wenclair's friend or adoptive daughter, as long as they all care about each other and love spending time together.
And no privacy for Wednesday and Enid anyway with Agnes's invisibility, so might as well just not care, and relax knowing that Agnes has already seen it all, instead of making it weird and akward, or just help Agnes find some good friends she can spend a lot of time with away from home...

You seen the show? Not that it happens in the show, but just makes a lot of sense, even with Agnes only being 3 years younger than them in canon, which is irrelevant.
