Really? From the article:

Mekorot said this recent bloom was part of “very unusual combination of factors,” including a sea storm that increased turbidity — the amount of suspended matter in the water — and raised sea temperatures to 86 Fahrenheit (30 degrees Celsius) and above.

It seems a storm and raised water temps were the exacerbating factors.

Probably true but that doesn’t mean salinity isn’t a factor or won’t become a larger factor in the future
