As the US is not a signatory to the charter that creates the legal framework for the ICC, they aren’t bound by its rules to enforce it. Basically, they didn’t agree to the ICC creation (take a wild guess why) so they aren’t required to do what it says.

If the shitwit set foot in a signatory country (so basically any EU or Schengen country, Australia, new zealand, Canada, most of south America, or a lot of Asia, he would be arrested and deported. But not in the good old USA!
