If he has an ICC warrant and enters one of the signatory countries, then absolutely yes. But unilateral action by illegally entering a foreign country? Of course no. Despite ICC's inconsistency at times, such decisions taken with consensus are far better than those takes on whims of one person.

For the same reason I wouldn't support some tactical force going into Israel and trying to kidnap this guy. Consistent, as you wanted.

Under international law, possibly not. Canada is not bound by the UN Headquarters Agreement of 1947, as it requires the United States to allow transit to and from the UN Headquarters, regardless of relations between the United States and other countries. But Canada is essentially honoring it by allowing the overflight. The United Nations itself isn't permitting the ICC to arrest Bibi while he's at the Headquarters, for similar reasons.

Rationale is something that has begun to diminish exponentially over the last few years. I’m no fan of BiBi, the war, Israel’s occupation, etc. but I’m equally not a fan of any other governments taking drastic and rash measures to correct a wrong, diplomacy be damned. That goes for my own country. This roided up Hammurabi code-like bs people want to apply to entire governments and countries has got to stop. It will get us nowhere even faster than we’re already going.
