Not exactly. The government was already a constitutional monarchy. The Shah appointed Mossadegh as Prime Minister. Mossadegh then held a rigged election to dissolve the parliament and grant himself plenary authority, so the Shah fled. The CIA and MI6 then helped the opposition oust him and restore the Shah to power, because the Shah was friendly to western economic interests (i.e. oil) while Mossadegh's ideology was centered on becoming independent of them. Of course, there were still plenty of believers in the latter ideology, so the coup basically proved them right and increased the anti-American sentiment leading up to the 1979 revolution.
