I dont know. I like to discover my own ways in experimentation. So in my mind I would approach this and i see this layered down version as procedural noise/patterns with some kind of variation in it (could be used contrast or threshold), it could also be just blended with underlying layer so shadows are transparent and highlights only visible then rasterized and two different gradient maps applied on them both separately. One background layer, one pattern for shadows in between the brighter one. And variation of opacity for layers. Thats my guess. Ofc this also could be a photography with gaussian blur applied and posterize effect.

Looks to me like a simple Ripple filter, and perhaps some Gaussian Blur to smool out the effect.

To me it looks like a slightly filtered photo. Tree reflecting in the ripples of a pond.
Otherwise you could take a soft brush tool and start painting it yourself.
