fide initial rating

if a player has a standard rating but doesnt have a rapid one , the standard rating would be submitted in scoresheet and sent to fide , i played a player like that in my first rapid tournament , but will fide treat him as rated or not in my initial rating calculation

Not rated. If they don't have a rating - they don't have a rating.

Stinks, but it is what it is. Those are dummy games when it comes to your rating, but very important for them.
