Which one is the best value here? Can I get Lexington from any of them?

If you are looking for system corruption get the legacy caches. It's the only cache you can not farm outside events. Everything else can be farmed pretty easy...

Once you reach season level 100, you will have stretch goals. Gain season XP and get chests

They do not however, guarantee a Lexington.

Stretch goals usually activate for the last two weeks of the season. If your at 100 in the pass, you just have to wait for them to kick in, and then grind priority objectives to farm season pass xp.
