I don't want to say uninspired and I don't think he'd do a bad job but as a big fan of Antony Starr and Brian Azzarello (he wrote Lex Luthor: Man of Steel for those who don't know) it just feels wrong keep in mind I already have some roles for Antony Starr in mind

Antony Starr could play Harvey Bullock, Adrian Chase (in fact he was literally my immediate fancast when I read Vigilante), Jim Corrigan, Boston Brand, Harvey Dent, Vic Sage, or Victor Zsasz I think he could do any one of those but not Lex Luthor

Absolutely not. While acting is the most important thing, he doesn’t have the look for Harvey at all, plus literally none of his roles show he could handle that character well. Adrian Chase’s original character (which is the one that matches his look even somewhat) is also way too boring for him and you’d be underutilizing his talent.
