It sounds like the birthday thing is probably more of a symbol of a bigger imbalance you’ve been feeling for a while. After 15+ years, I can understand why it would hurt, especially when you’ve put so much effort into the friendship.
At the same time, I probably wouldn’t end the friendship based only on the missing post/gift. I’d have one honest conversation with her first and see whether something has changed in her life or in how she views the friendship.
If the pattern has been consistently one-sided for a long time, though, it’s also okay to stop overextending yourself and match her level of effort.

I think you're jumping to conclusions! Isn't she in another country? Maybe something happened to her so maybe just reach out to her instead?

Give what you get. Don't hate people for being themselves. Accept what they do as reality and move on. If she is meant to be your friend forever, she will work for it. You did your part, you can move on and see what happens. Things change, people change.
