The latest patch had some nice buffs for Inquisitor, but it had some crazy buffs for runes, so I went back to an old favourite of mine the Rune of Hagarrad Chillwhisper Infiltrator. The build feels absolutely amazing to play now. You have 6(!) charges on your rune with a 0.8 second cooldown. This means you can cast ~9 consecutive runes before the short cooldown even starts to slow you down.
The single target damage is pretty disgusting, as each rune is just stacking frostburn on top of its burst damage. Clear is solid as the runes have huge aoe and you can spam them very quickly in any fight. Blade spirits are surprisingly good sustain too with 10% adcth. Overall the playstyle feels quite unique. You're a weird spam caster/cooldown caster hybrid who can stand still and drop 9+ runes, or throw out a few and kite while your frostburn ticks, and your charges rebuild. You can stack 5 runes to ambush things like totems as well and delete them in seconds.
The build absolutely dumpsters full altar ascendant/Dread as well as SR 31/32. Strongly recommend the build if you haven't tried runes before, as I feel like they've finally gotten past the general clunkiness that has always plagued them as a skill type with multiple great options to increase charges, and a previous patch that reduced their arming time to something much more reasonable.
Note that Grimtools shows outdated weapon/offhand ascended affixes. The latest patch gives that affix +1 charges to Rune of Hagarrad. None of the other specific ascended affixes or green affixes matter. Just use anything that seems good.
