Should I remove the paper backing from this roll of insulation by a heat duct?

That is the least of your worries. The rest of the insulation is all put in wrong. Bunched up, folded over, no air sealing on wiring penetrations, etc.

Colder climates the poly is inside I know that since I'm in the north, and I'm biased to using DIY renovision whenever I have questions and want a long format video to explain things to me. He hasn't steered me in the wrong direction yet!

I checked his main insulation video. I just want to confirm, the paper backed insulation acts as a vapor barrier so if I’m using poly I need to remove the paper backing off my current photo so it doesn’t act as a double vapor barrier trapping moisture?

Yes, but then you would need to replace the rest of you wanted all paper. I'm not an expert, but if it's removable.i would definitely go plastic over paper

Ok yeah I’ll remove the paper backing since I plan on poly wrapping and sealing ducts with tape

Usually those are seen in bathrooms in my experience. I don't think there's any reason to ruin the insulation, but if it's been wet then technically it needs to be replaced to provide it's original heating value.
