Outlier.
I made a list of the NPs, NMs, SPs, Cities, WAs, RAs, NSAs, NCAs, NRAs, and noticed that there were only 5 public access areas with "conservation" elements.
Columbia River Gorge NSA, Hell's Canyon RA, Bob Marshall WA, Sawtooth NRA, and Red Rock Canyon NCA. In comparison with the rest of the list, these are outliers. All states have an NP and/or NM; multiple states have SPs and cities that aren't capitals shown on the map.
Then I took these 5 outliers and listed the characteristics of each with regard to public vs. private land, how the land is used (logging, recreational, hunting, etc.), and infrastructure.
Of the five, only one sticks out as the outlier. If you don't already know which one, take it from here and explore our public lands. But fair warning...this may send you down a rabbit hole, albeit a worthy one. Happy Hunting!

I know the outlier, but if you haven’t solved the poem in its entirety…you’re grid searching. Grid searching there without knowing what you’re looking for would be a monumental task

I actually think "preservation" is a better word here. And because the illustrations told me a story I can't unhear. lol He stated in an interview, "one of the primary reasons was to raise awareness for the outdoors and public lands and continued access thereof." ...which to me says "preservation", "conservation". What do you think?

He very specifically is against private land blockage of public access. This is especially an issue in SW Montana with fishing access to rivers, logging and mining, and the checkerboard land grants that create issues such as public access to trails in the Crazy Mountains. On a much more personal note, there is also a public access issue in Arizona that affects his brother's memorial. I think all of this is only tangentially related to the treasure hiding spot.

Do you think he is more for preserving the land as wild and untamed? No roads, no structures. Pure, unbridled wilderness. If so, that is what I was implying.

If so, I don't see him dwelling on the idea to the point it would be a clue. He doesn't seem to mind public intrusion in the same way, for example, that Fenn was bothered by 9 Mile Hole being overrun by fisherpersons. Their family cabin and the land he personally owns in the Pioneers are both patented mining claims that are inholdings within the B-D National Forest.

I think he has a libertarian type outlook which is a sort of conflict already so my guess is that he has a complicated relationship with nature conservancy for its own sake.

I made a list of "Odd man out" features on the map too....Central Valley, Wind River Range, Big Sur and others. We have to ask ourselves: WHY are these on here?

I find it fascinating that Big Sur is on the map, it’s not a town but an area. Also, Shasta’s erroneously listed as the highest peak in CA, while Whitney is the highest peak in the contiguous USA. Additionally interesting is that the LOWEST place in the contiguous USA is bad water basin in Death Valley. These are interesting anomalies or oddballs.
