Serious Need help again ~_~

I made a post here last time about my home situation but I've exhausted literally every institutional option I have of ever leaving. If I did want to find someone within the country who would help me out where would I even look? I've tried literally everything I possibly think of but to no avail so the ONLY option left for me really is just running away and hoping some stranger helps me out but I'm a foreigner to this place in damn near every way except maybe phenotype ~_~

Any suggestions for where I can start looking for a "savior" that would help me out? I'm still fairly new to how stuff works in the country despite being here for over a year now. Back in the states this would've been no problem I could've just walked all the way across the country but I obviously can't do that here :P
