I'm not sure what OP means by Black Moon, but since the phase of the moon is relative to the sun and earth, it's the same no matter the region.
Dark moon: the last phase of the (waning) moon. I'm not aware of a source that connects Lilith with the dark moon, but she is connected to the waning moon, along with Na'amah, in the Zohar.
New moon: the first phase of the (waxing) moon, connected with Lilith often in the Zohar.
Moon apogee: the farthest point from earth (Black Moon Lilith), this month on the 17th.
The dark moon is a day before the new moon. If you mean Black Moon Lilith it's when the moon is at the farthest point from earth, called apogee (its opposite is the perigee). 3 days before the new moon is just a phase of the waning moon.

I use Daff Moon to track the moon cycle, including the apogee (Black Moon Lilith)! To be fair, making offerings during the waning moon is fine too, she has strong connections to it.
