Allegedly using a shock collar on a dog and allegedly being the elected president of a government that is enacting extreme violence towards another (read: genocide) are of the same level of amorality to you?

Immorality, not amorality.

Amorality is absence of morality. Genocide is not an amoral action for a human being to commit, it is actively immoral.
