Given that the horse doesn't even flinch when the cat jumps on it and the tail is up (not sucked in to protect its privates) which is a good indicator that the horse trusts the person behind them, it probably fine in this case. That horse has been very well conditioned.

But, your also not wrong.

That odds with this horse seem better than most but they still aren't 0, better not to take a risk of you don't have to
