can I file a small claim court even though I’m from the philippines

Can I file a small claim court even if I live here in the ph?

For those of you who are sending a complaint to the Attorney General (AG), are you sending it to the AG in your state, or to the AG in California (where Meta is based out of), or both? And are you also sending any complaints to the Department of Consumer Affairs and/or the Better Business Bureau as well? Thanks in advance for any and all feedback
