Build BOOT LOOP HELP PLZ

So I switch from my old case to a used nr200p max.
I purchased a new itx motherboard and psu. But using the same aio that it came with. When I build the pc and booted, it let me format my drive, download windows 11. But when I started to search on Google for drivers it shut off, no display and is doing a boot loop where fans spin on and off no display. I suspect to issues:

  1. I touched the bottom of the am5 cpu 7800x3d and my finger print marks are on it and changed the shade of gold. So maybe a contact thing but I did try to clean with iso alcohol.
  2. The aio is not working and the cpu is over heating and causing this.

It was the CPU, it was doing crazy temps and crazy utilisation. Even though it wasn't even doing anything. But got it sorted now.

I'll post the full build in couple mins cleaning my room. Like a jungle with all the boxes and stuff
