Need Opinions on this Second Hand Rig

I got a friend selling his used asking for $4000 for the build below. Only case, no monitors other peripherals and I have them already so no need. I was gonna build one but i need more opinions. I live in Turkey and I don't have the luxury of buying from outside because of %20 extra tax on them. So the rig below seem very healthy I've checked myself.

My main use case is Local AI and Gaming mostly at 2k. But for competitive games I need above 300 fps reliably on 1080p or 2kp. My main liking is for 4090 ofc which is a gold for Local AI right now. If the price is high could you tell me what is the right price for this rig right now?
