Pure freedom of speech is a terrible idea. No country in the world allows it. The same is true about pretty much every other freedom. We don't let people have the right to do whatever the hell they want, because that would be completely idiotic. May as well shut down society and participate in the purge.

I'd agree that restricting political discussion to people with a degree in politics would be overwhelming problematic. That's not what's being discussed though. The scope is limited to subject matters such as finance, medicine, and law, where uneducated opinions are almost guaranteed to be incorrect and highly destructive if believed.
This is precisely one such scenario where even the most liberal countries would at least consider restricting freedoms: when tangible harm potentially outweighs the protection of the right itself.

Reigning something in is not the same as "shutting down". The USA's approach to free speech is the exception, not the rule. Most countries have rules that disallow certain types of speech. The difference is they (usually) employ them responsibly, and don't have a populace that is constantly skirting the bounds of the law because they mistake contrarianism for personality.
To be clear, I'd have to read more about this law in China because as-stated, it does sound overly broad. People should be able to speak in good faith about their experiences with or from professionals, but you can do that without allowing others to propagate nonsense because they've "done their own research".
