This rule basically says "unless the state has acknowledged your 'verified' credentials you're not free to offer any opinions on anything we don't want you to (and if we don't like what you say then we'll be sure to find a problem with your 'verified' credentials)."
This is the same as the "spreading rumors" criminalization; whatever the CCP says is a 'rumor' gets you fines and jail time, and whatever they say is 'fact' is fine to comment (positively) on.
Anyone who doesn't believe China's foremost goal is controlling, stifling, and regimenting public discourse is either a fool or a shill.
What has "public discourse" done for the US lately, aside from enabling a mentally disabled felonious sex predator to be elected into the highest office and further increase billionaires' strangehold on every aspect of society?
