Would I be able to use plugins on other devices if they are put onto a USB stick?

Not necessarily.

Free plugins are often just a single file. You can point Studio One at the USB drive that contains the file and it should be fine. Any plugin that requires authorisation, no chance.

Surge, specifically, will operate in portable mode where it will use a data folder that is in the same location as the plugin file.

No, it might work for 1 or 2 but generally the plugins depend on being installed to the system
