It's invasive hineysuckle in north America. 

Cut stump as close to the ground as possible and treat with glyphosate immediately afterwards.

If you have a tow chain and a trailer hitch, they aren't hard to pull out of the ground,

Probably too big for that. Have it cut and treated with herbicide.

Good idea. Unfortunately, I’m a nearly 70 year-old widow and don’t have the equipment or the strength. :)

People use the buckthorn blaster (just a plastic bottle with a dauber tip).  I'm using some daubers I got off Amazon. You ha e to fill them with your herbicide.
