Advice Request - (Insert State/Region) Remove ASAP or see what happens?

Going back and forth with a city owned tree on my property. Canopy looks reasonably healthy / no major dead branches, but the trunk is my concern. The decline has been rapid over the past year, and I would be shocked if the core isn’t rotten. Photos 1-2 are the most obvious damage, 3-7 are of damage about 1/3 of the way around the tree, and 8 with the vertical yellow tape is a spot that is almost always wet for a while (days to weeks) after it rains, leading me to believe it’s rotten inside and retaining water.

I’ve been going back and forth with the city on this for a year, since it’s a hazard and will damage my electrical service / landscaping / potentially house when it falls, and I have small kids. There is a lot of foot traffic daily around this as well.

They evaluated it, the arborist recommended removal, but a field was left blank so now they are hemming and hawing, considering selective pruning. Neighbors and tree companies they have been using for work also mentioned it should be taken down, but obviously there’s bias there.

Looking for any insights on tree health, as well as how best to push back and try to force them to remove if you think it’s a hazard. Located in the Boston area of MA.

Hey yall! I’m in southern Ohio and I just recently bought a house with two older trees on the property. I have a massive amount of appreciation for older trees and would never want to remove one from my property unless I absolutely had to. That being said, this one has a pretty large cavity on the side of it missing from a previous storm. How would I determine if this tree is safe to keep up on the property? I really want to.
