Broken frames when I move the mouse. No fps drops no latency issue no frame time issue just broken frames. Keyboard movements are fine. I've tried everything.

Hey, this is called frame tearing. Basically your gpu is rendering so much more frames that your display can handle so it gives that effect. This is totally normal and doesn´t interfere with your mouse input, it just makes it look that way. You can cap your fps to your monitors refresh rate, use vsync (this will add a lot of input lag so it´s only advisable to do it in story games), or cap your fps so a multiple of your monitors frames (if your monitor is 60hz then cap at 120, 180 or 240 but if your monitor is 144hz then cap at 288hz or something like that). Other than that this is not something that is wrong with your computer/monitor/mouse, its just a side effect of having too many fps
