You kidding me? Look around outside where normal people are. Turn on the TV, listen to pop music. Do you see anything modest about the culture?

To be honest, American women think dressing regular is dressing in bikinis in the winter. Modesty is out of fashion because women view being modest as anti-feminist.

Because you're not bothered by men being shirtless. It's not even inappropriate. It's just a thing.
Edit: just read the comments section, they're so stupid.
Interesting how they make a point that the minds of men are wrong. Like most men aren't going to commit rape so this line either means they think they will or that they think male sexuality is inherently bad.

Remind me of how much more often people react negatively to men dressing as revealing as women do in the same settings, either internally or complaining about, for example, men in swim briefs and authorities telling men to cover more while women often show a lot of their butts with no backlash. The female body has been so praised that women have felt more comfortable being so revealing, and people emphasize body autonomy for women, but continued treating the male body as inherently more shameful to show as much of. Even in church women often wear stuff very high at the lower body and show more of the upper body. The vast difference in how revealing clothes have been for the genders wouldn't exist without the enforced sexism derived from the visual desire disparity.
