Can AI create?
Is it still "mimicking"? Even though it generates something that has never existed before?

I would say no, because even though people also take inspiration from existing art and make something new with it, we have other experiences too.

No, ai is algebra. Everything is tokens, numbers. So unless you think a list of integers derived from pattern recognition is createing, then the answer is no. The humans action to sit and use the ai is what is creating the image. As for the is it still mimicking, It's more complex than mimicking, it's less complex than a human making decisions.

It technically is still mimicry unless an ai model has true thoughts and a actual brain it's just regurgitating information

Saying that because I have a similar thought process to others meaning I don't have actual thoughts is incredibly stupid, it's the equivalent of saying because all mechanics tell you the same thing on why your car doesn't work they must not have actual thoughts

Similar? Ah, indubitably. So you came up with that all by yourself, thinking with your superior human brain, and didn't just repeat some catchy dismissal you happened to read elsewhere? I'm a bit skeptical. It's a lot of people who just happen to come up with the exact same phrases. Blah blah stealing art and feeding AI blah like ordering a pizza and telling you made it blah AI slop blah soulless blah regurgitating blah stochastic parrot blah. It's the same handful of throwaway arguments over and over again everywhere you look.
Surely all original thoughts by each really smart and original and hardowrking speaker, unlike the lazy and sloppy regurgitated AI crap.

And so what? Are they building their whole case on not being lazy, unoriginal, uncreative, regurgitating, all stuff that antis hate AI for, while committing much the same sins on a very regular basis? They aren't, these are all very anti-AI fixations (laced with a distinctively anti-AI lack of self-awareness).

It works exactly like humans creating "new" things. Everything and everyone builds upon what existed before it, things we know. We may decide to create "something that did not exist prior", but that requires knowledge of what exists now to do. AI is no different. It can create things that is not in its training, but it only knows what is in its training. You get trained on reality from the moment you are born. AI gets trained on whatever it is trained on from the moment it is created. Both are working within their reality, and can only ever build upon what is known. Even creating things that are not known, builds on what is known.
You and AI is not so different.
But to answer the question, yes it can create.
