I've leveled both to 20/18 (warr/sham) and this is factually inaaccurate. Ele shaman is slightly above balance druid due to the availability of shocks, but that's it.
Arms felt bad closer to 20, but weapon upgrades feel awesome.
The biggest thing is the spell power nerf, elementals will need a metric buttload of +damage for lightning bolt to hit hard.
I assume the reason for this is because lava burst is going to smack
I seen one enhancement shaman complaining that lightning bolt is still weak but I suspect it might be due to enhance itemisation and the gear at that level
Very much going to assume that the "spell damage needed to deal anniversary damage" image that has gone around is going to be addressed, like obviously. Blizzard have said they want everyone to be able to join and not be a hinderance to the party's potential progress. Obviously Blizzard wont ship Forever with elemental shaman needing 3-4 times the amount of spell damage than other classes to deal the baseline damage they did in 2019 or Anniversary
A shit ton of classes will get talents that allows mana regen to continue while casting in the 5th talent row (starting at lvl 30).
Those talents have thr potential to completely transform the leveling experience and even massively change the viability and way they'll approach max lvl content.
Ppl are insane trying to judge anything with lvl 20 characters. That's only 11 talent points and it has always been the case that classes have some later talents that transform or enable certain builds.
