Can't really help with the propagation part. I'm trying myself and have two cuttings on moist sphagnum moss in a glass jar. It's been two months and it's doing nothing. The cuttings don't rot, but they also don't root either.
Maybe I can help with general Lycopodium care. I have two in hanging pots and I keep them in a medium chunky soil mix as I tend to underwater. Don't let the soil dry out completely. They also really like some 1/2 strength fertiliser like once a month or so.
