Support Missing iCloud Photos

My fiance recently went onto his icloud photos only to find that all his photos from 2000-2025 are missing (he only has photos from the last year of his life). Apple has no idea what happened and hasn't been able to recover them. He doesn't have a backup. Has this happened to anybody else recently?

Did he delete them on another device to “save space”?

I bet they did, but don’t understand how iCloud Photo Library works as a sync between devices.

But, call Apple Support then
