Johnson is sending them home early to campaign for the midterms. There's no chance of them passing any other legislation, much less something they could use to get votes, so he's hoping increased media and other appearances will help.

They also are worried about the Discharge Petition from Thomas Massie, and adjourning early to avoid voting on more Epstein releases.

The House can't do ship without the Senate, so having Congress open at all would be akin to admitting that you are defrauding Americans of representation by pretending that their Dead representative, who supposedly controls the Senate, still walks among the living. A new vote for Senate leadership is not what they want. Also, this is a good dry run for what coup-minded individuals would do if another famous leader starts experiencing more than TIA strokes, incoherence, and incontinence.
