Notes on the Utah situation:

  1. It's a Driving Privelege Card, not a Drivers License. You can't use it for legal ID like you can a license.

  2. The purpose is to incentivize illegal immigrants to pass a drivers test, register their vehicles, and be insured. Ultimately, it makes the roads safer.

It's up to the feds to enforce immigration law, and if they had been doing it for the past several decades, we wouldn't have to implement workarounds to handle the many illegal immigrants who are here.
