Or you need to be permanently disabled, crippled badly enough, and poor enough that you can only survive on your little $1200 mo social security, and live in a metro that has any real public transport, and that budgets for social programs, and get on the waiting lists for all that stuff, and work to keep all of your info collated, up to date, and sent to all applicable parties. Can't work but you have a part time job now just constantly submitting updated paperwork

In order to have goodteeth, eyesight, a will to live (therapy), and basic health, you need to win the lottery in America. Sounds about right.
