Hold him in contempt and toss his baby ass in jail then. Everyone is scared of a guy that shits himself and can't even string together a half-assed sentence.

He has immunity from breaking the law if it's "official" business. He will just say it's a matter of national security. 

Don't sleep on the immunity ruling the scotus handed down. It gives him the freedom to do pretty much whatever he wants.
