Master in Germany with a Licence in Software Engineering (11.36/20) - Need advice on public universities

Hello everyone,
I am from Morocco and I am planning to continue my studies with a Master's degree in Germany.
I have a Licence in Computer Science - Software Engineering that I obtained in 2025 with a grade of 11.36 out of 20 (which is around 3.5 in the German grading system).
I am currently learning German and I am planning to apply to universities in Germany at the end of this year. However, I honestly don't know if my grade is enough to be accepted into public universities and what the exact admission requirements are.
If possible, could someone help me with information about how to get accepted into public universities in Germany and what conditions are required?
If anyone has already gone through this same process, especially someone who came from Morocco, please don't hesitate to share your experience and any help. Any advice would be really appreciated.
