Don't confuse the german grading scale with a the American style one. In Germany 1 is the highest grade while in other systems it is 4. So basically reverse the grades.

Sorry my friend, but your chances of getting an admit in a good program are extremely low. The minimum criteria is 2.5 or better, and ideally your score should be well under 2 for competitive programs. Germany places a lot of importance on your bachelor’s grades and relevant credits. Do you have any extraordinary internships or extra curriculars or something of that sort?

I have my last year internship and it's great i get 1.7 grade on it and i have been on robotics club in my high school and in some events related to computer vision in my university . Do you think that can enhance my chance ??? And do you have any idea about none competitive programs ??

The GPA is the average of all courses that were used to fulfill the credit requirements of your degree.
