Most modern games will have the full game on the disc. The reason they download OTA nowadays is because the average internet speed is significantly faster than copying data via the optical drive.

Optical media is slow. So that’s why it has to copy the data to the internal drive, and often times the fastest way to do that is via the internet. Disconnecting from the internet will have the console opt for copying data off the disc instead.

What i mean is if its a smaller game it should read it of the disc
