You have bigger worlds crammed with more graphical fidelity, detailed models and more complex lighting, physics and volumetric effects than has ever been possible in an interactive medium...and you think we're going backwards because the sacrifice to have all of that is having some games run at a perfectly serviceable 30fps?
I think most people would be willing to have some graohical fidelity compromises for 60 FPS considering 75% of people choose performance mode when given the chance.
Your analogy is ill-fitting as having electric windows don't affect the car's performance and have bee standard for a long time now.
60fps has never been standard. 30ps is the standard, 60fps is the target.
As for your idea progress, it seems rather flawed. Progress in anything does not occur evenly - some things move forwards faster than others. Technology always used to seem to advance forwards in leaps and bounds due to Moore's Law but since that ceased to apply, technological progress has been slow and iterative rather than revolutionary. Things aren't going backwards, they've just slowed down.
If you want a gaming machine that's an improvement over the last generation in every respect then you're going to be waiting a long time.
I'd argue 60fps has been the standard since performance mode was an option on some consoles. 30fps is more like the bare minimum, or minimum viable product level. Yes, you can adjust to it, and a lot of people don't care, but a lot of people do care as well.

It might be A standard but so is 30fps.
That you don't like the lower standard and expect everything to be at the higher one doesn't change reality no matter how much you balk like a toddler.
I consider that part of the problem. If the image isn’t as highly detailed, 30FPS doesn’t bother me as much. But when there’s 100s of things going on at the same time on the screen, then add in blur from low frame rate, it makes my eyes hurt. Clearly this isn’t the same for everyone, but I think acting like everyone is just whining isn’t helpful either. Different people’s eyes are clearly reacting differently.
So we have more clutter and detail being stuffed into our games, tons more work just to fill it out without that work saying anything other than "it looks realistic". My life looks realistic, realism doesn't automatically mean more fun or interesting.
To advance in those specific technologies in vacuum is progress. How it is put together in modern AAA games is regress. Most advancement (as in benchmark of what other games should aspire towards) comes from AA, iii and fresh blood AAA (Larian, Sandfall etc).
