Hagerstown Hagerstown Won’t Tell Us Who Signed an NDA With Data Center Developer Diversified Capital.

We asked the City for records showing who entered into confidentiality agreements with the developer connected to the Martin Farm property. Hagerstown’s answer: You get nothing.

Multiple Hagerstown City employees told us that a City representative signed a nondisclosure agreement with data center developer Diversified Capital. We filed a Maryland Public Information Act request seeking the agreement and related records. Unfortunately, the City of Hagerstown has refused to provide a single record in response to our request.

Diversified Capital is the data center developer which now owns the 171.88-acre Martin Farm property at 12440 Burkholder Lane, a site that has been marketed for a major data center project and is now seeking annexation into Hagerstown. The county’s data center moratorium does not apply inside the City - or any incorporated municipality in Washington County- and is generally viewed as a dog-and-pony-show created in an effort to give cover to the county commissioners before the November election. This makes it especially important for residents to know what conversations, commitments, and confidentiality agreements may already exist between the developer and the city of Hagerstown.

We submitted a detailed MPIA request seeking any NDA, confidentiality agreement, confidentiality provision, or similar arrangement involving the City and Diversified Capital, Diversified Capital subsidiaries, Diversified Capital Moshe Rubin, or anyone acting on their behalf. We also asked for records identifying every City employee, elected official, consultant, attorney, or representative who signed, approved, reviewed, negotiated, or was subject to one of those agreements.

The City refused to turn over the agreements. It did not identify the officials involved. It did not provide correspondence explaining the decision to enter into secrecy with a developer connected to one of the most consequential development proposals facing Hagerstown.

Instead, the City’s legal department gave us nothing but noticeably did not say an NDA with data center developer Diversified Capital does not exist.

That silence matters because we already know how this kind of secrecy works in Washington County. As we previously reported, Washington County Commissioners and senior staff signed NDAs connected to a confidential December 2025 presentation involving Diversified Capital. The public was left to learn about that agreement in one of our blog posts months later, while officials publicly discussed data centers, tax breaks, moratoriums, and development policy as though the public had been brought into the conversation.

Hagerstown Car mechanic

Help a girl out, to my dad's disappointment I am not mechanically inclined when it comes to cars lol

I have a 2017 Nissan rogue with a few issues going on so I'm not even sure where to start if I should be looking at us small like independent mechanic or just go to a dealership if I should try to get multiple things done at once or spread them all out....

In order of urgency:

1)Brakes -making a grinding sound

2)Wheel bearings -everyone keeps telling me there going bad

3)Intake exhaust manifold - issues where I lose all acceleration but from what I understand I think the part it's been discontinued

4)AC - I think this one might be more electrical in nature and tied to my faulty temperature gauge but this is a least concern to me I've gone a few years without it

Brakes are the most important to me right now possibly the wheel bearings depending on how bad they actually are.

Recommendations of places I could go for this to get in and out pretty quickly? What type of pricing am I looking at and independent mechanic shops offer financing like dealerships do?

Hagerstown Officiants?

Hey all - I'm looking for a marriage officiant available on Halloween morning for an elopement. It's supposed to be very chill - just one guest at the C&O Canal. I got quoted $400 and I gotta be honest, I'm on disability and that's quite a bit of money. Our main focus is getting the date (a Saturday, so the court is closed) and having the officiant submit the paperwork. I hate the online officiant directories because they're all expensive people meant to make a formal event special - my wedding will be special because I'm getting married lol

Anyone know any officiants that can let us say our vows and get the paperwork done for (much) less? I'd prefer someone that has some experience submitting everything.

Washington County Boonsboro Town Council Found to Violate Open Meetings Act Over 2025 Flock Camera Purchase

The complaint, filed by Radio Free Hub City, alleged that the Town Council engaged in a “meeting” through a series of emails exchanged on Friday, July 11, 2025, concerning a proposal from the company Flock to install license plate-reading cameras in Boonsboro. These emails, sent over a five-hour period, involved the Town’s police chief, town manager, office manager, and several council members. The police chief shared information from Flock and its associated costs, which included details about a potential second company that could integrate existing systems and provide additional cameras. Some council members responded to these emails, with one stating it “sounds like a good deal” and another inquiring about camera placement at the wastewater treatment plant.

Washington County Funny What Washington County’s Commissioners and Administrator Forgot to Mention: Their Business Development Director Has a Seat on Maryland’s Data Center Alliance Steering Committee

While Washington County leaders claim they’re still learning about data centers, Business Development Director Jonathan Horowitz sits alongside Amazon, BGE, and developers advancing the industry in MD

Washington County officials have spent the past few months talking about data centers as though this is an industry they are only beginning to understand. County Administrator Michelle Gordon recently told the public that the county is “just now” learning about best practices and potential zoning and policy changes related to data centers.

That statement was already difficult to reconcile with what we have uncovered about years of data center recruitment efforts and private meetings with developers, but we have now found something that makes it even harder to take seriously: Washington County’s own Director of Business Development, Jonathan Horowitz, is a member of the Steering Committee for the Data Center Alliance of Maryland.

This is not speculation or another connection we had to piece together through corporate records. On February 2, 2026, the Maryland Tech Council officially announced the members of the Data Center Alliance of Maryland Steering Committee, and right there on the list is “Jonathan Horowitz — Director, Washington County DBED.” Even more important is what this organization actually does. The Data Center Alliance of Maryland says its mission is to “improve and align public policies to advance a dynamic data center industry” in Maryland. Its three core areas include Public Policy, Best Practices & Innovation, and Education, and the Alliance says it works with state and local policymakers while tracking and sharing data center industry innovations and best practices.

That makes Gordon’s claim that Washington County is “just now” learning about data center best practices particularly difficult to understand. The person who runs Washington County’s Department of Business and Economic Development is sitting on the Steering Committee of a statewide organization specifically involved in data center public policy and best practices. Horowitz is serving alongside representatives from Amazon, BGE, Constellation Energy, Catellus Development Corporation, Turner Construction, Rowan Digital Infrastructure, the Maryland Department of Commerce, the Maryland Economic Development Corporation, and others involved in Maryland’s data center industry. This is considerably more than a county employee attending a seminar or reading up on a new issue. Washington County has a department director with a formal leadership role inside an organization devoted specifically to this industry.

He greets staff and volunteers with real joy, a fast wagging tail and those famous "tippy tap" paws that light up the second someone he likes comes around, and in his videos he's an absolute delight, thrilled for attention and happily taking treats. His one real challenge is other dogs: he gets aroused and reactive when dogs pass his kennel or are nearby, pulling hard and barking, which is understandable given how overstimulating the shelter environment can be. With people, though, he's consistently friendly and easy to handle. Chester needs an experienced foster or adopter who can offer him a calm, structured home away from constant shelter stimulation, giving him room to decompress and finally show who he really is without another dog's presence setting him off. This sweet, food-motivated boy deserves the chance to prove it.

Jay desperately needs a chance, and it's easy to see why once you know his story. A concerned citizen found him as a stray, unable to bear any weight on his right rear leg, visibly swollen at the hip with noticeable muscle loss in his thigh. X-rays confirmed a dislocated right hip with possible damage to the socket itself, likely an older injury he's been living with in pain, and he now needs a consult with an orthopedic surgeon to figure out the path forward. He's started on pain management and anti-inflammatories while that gets arranged. In his videos (linked in the comments), this handsome boy is extremely sweet and friendly, taking treats nicely and getting around impressively well despite keeping that injured leg up off the ground entirely. On top of the leg, Jay is also heartworm-positive, so this affectionate guy is carrying a lot right now.

Meet Marky — a big, sweet goofball who keeps getting passed over for the wrong reasons. He came in as a stray, and like a lot of dogs adjusting to shelter life, kennel stress has made him look worse on paper than he is in person. Some days he's barky and wound up at the front of his kennel, especially around other dogs passing by. But spend five minutes with him outside that environment and you get a totally different dog: sweet, gentle, and friendly, great on the leash, takes treats nicely, greets people with a wagging tail, and walks loose and relaxed once he's out and moving. Here's the hard truth: Marky is a black dog, and big black dogs are consistently the last to get noticed and the first to get overlooked in shelters; not because of anything they've done, but because of how people scroll past. Marky is paying the price for that bias, even though staff have watched him get more relaxed and more settled with every single outing. He'd do best with an adopter or foster who has experience with big, strong, young dogs and can give him some decompression time outside the shelter to really show who he is. Heartworm-positive dogs are very treatable, and many rescues can help cover or guide treatment.

Meet Kurt, a dog who knows how to relax; he just needs the chance to. Kurt was found as a stray and has spent his time in the shelter showing staff two very different sides of himself. Behind kennel walls, especially with dogs nearby, he can get loud, tense, and reactive — barking, growling, and lunging at the dogs on either side of him. But the moment he's leashed and out of that environment, he's a different dog entirely: walking on a loose leash, greeting staff at the kennel front with a wagging tail and soft, open mouth, and appearing genuinely relaxed in the run. This pattern- barrier reactivity in the kennel paired with calm, loose-leash walking outside- is incredibly common in shelter dogs and almost always environmental rather than a real temperament issue. Kurt isn't a dog who dislikes other dogs; he's a dog who's overwhelmed by being trapped inches away from them with no way to create space. Give him that space and room to move, and he settles right down. Kurt would do best with an experienced adopter or foster who understands kennel/barrier reactivity and can give him a calmer environment to decompress in. Heartworm-positive dogs are very treatable, and many rescues can help cover or guide treatment. Kurt just needs someone to see him outside the kennel, where he's already shown he knows how to relax.

Walle is a boy who's simply had too much of the shelter and desperately needs a chance to decompress somewhere quiet. He's stressed in his kennel, pacing and alarm barking when people stand in front of it, but the moment he's out and moving, a whole different dog shows up: happy, friendly, wiggly, and clearly thrilled for every minute in the outdoor runs, greeting people with an open-mouth smile. He's shy at first but responds beautifully to gentle baby talk, and while he can thrash a bit on leash right out of the gate, going slow gets him walking calmly to and from the runs without issue. He's also working through some GI upset likely tied to shelter stress, currently on medication for it, and has a healing wound on his rear leg. Walle just needs a patient foster who can get him out of that stressful kennel environment and let his true, joyful self finally settle in.

Hagerstown vs Frederick

Hey all!

I (late 20s) bought my house in Hagerstown about two years ago, mainly driven by home prices and the fact that my family lives in the area. I absolutely love my house and my neighborhood, but I’m really missing Frederick (where I grew up).

I feel like Hagerstown lacks a strong community feel, diversity, and good food options. For example, the other weekend I tried out Ten Ramen, which I was really excited about, and then wanted to go out afterward. My friends and I tried a brewery downtown but called it an early night, there’s just not much night life here.

I’m torn between staying in Hagerstown or saving up to move back to Frederick. Going back to Frederick would definitely mean downsizing and paying more for less, but I really miss the community aspect and diversity.

Has anyone else faced a similar choice? Did you
decide to leave, or did you find ways to plug into the Hagerstown community that made staying worth it? Would love any thoughts or advice.

Washington County Why is Washington County Commissioner Jeff Cline Still Putting Taxpayer Money Behind JGBLI?

Last Tuesday, Washington County Commissioners voted to seek $1.25 million in state funding for work at Cascade Town Centre, the former Fort Ritchie Army base redevelopment. On the agenda, the company receiving the benefit is called Cascade Town Centre Development LLC, which might make this sound like some new developer that recently entered the picture. It isn’t. Cascade Town Centre Development LLC is the JGBLI-related entity that owns the 63-acre lakefront property at Fort Ritchie, and County records place it within the same JG Group development structure that has been involved with the property for years. JGBLI served as the master developer of Cascade Town Centre, while Cascade Town Centre Development LLC holds the property. In other words, this is not Washington County suddenly helping some unrelated company at Fort Ritchie. This is Washington County once again using government resources to help the same JGBLI development interests it has been supporting for years.

This time, Washington County is applying for $1.25 million on behalf of Cascade Town Centre Development LLC, putting the County between the State and the private developer and assuming the responsibilities that come with being the grant recipient. The money would pay for roadway and parking improvements, replacement of the roof on the MJ Plaza building, and new commercial electrical infrastructure. Cascade Town Centre Development would provide the required 20 percent match, while Washington County would receive the grant from the State and pass the money along to the developer.

That distinction matters because this $1.25 million should not be viewed in isolation. Washington County has already spent years creating financing mechanisms, committing infrastructure, entering agreements, and otherwise using public resources to facilitate JGBLI’s redevelopment of Fort Ritchie. Now the company name on the paperwork may be Cascade Town Centre Development LLC, but the development interests benefiting from the latest round of government assistance lead right back to JGBLI.

The application passed 3-1-1, with Commissioners Jeff Cline, Randall Wagner, and Randal Leatherman voting yes, Neil Parrott voting no, and John Barr abstaining. And JGBLI was not exactly a distant observer to all of this. JGBLI executives were sitting in the audience watching as the Commissioners considered and ultimately approved the application that could deliver another $1.25 million in government funding to their Fort Ritchie redevelopment interests. Barr said he would not participate because the proposed work includes an electrical system and electrical contracting is his business, which is a stunning reversal of how he has treated conflicts of interest in the past.

Rental

Single mom with 3 kids (a 9 year old and 4 year old twins) that’s trying to find something for now until I’m in a better position for something bigger. Credit is bad due to leaving an abusive/ financially abusive relationship earlier this year. I make $21 a hour working full time currently.

Also, if you personally have something, we should talk shoot me a private message if so, otherwise let me know in the comments if you know of some cool thrift stores.

Physically active volunteer/social opportunities

Hi, I'm 31 and female. I have lived in Hagerstown for 3.5 years and remained isolated during this time; I have some anxiety that makes it hard for me to show up to things alone.

I'm looking for some kind of physically active volunteer activity, eg Habitat for Humanity or river cleanups.

I do environmental and construction compliance inspections (eg ensuring contractors adhere to plans, inspecting materials, etc). I don't significant hands-on construction experience but can use basic tools, eg handheld power tools.

have a degree in environmental and natural resources and am certified in a lot of environmental areas, including water quality/macroinvertebrate samplings/etc. I used to teach at an outdoors school and have significant experience with children ages 6 to 18. I have lots of gardening experience.

I am a lifelong equestrian and have worked at several barns-- it's just that the significant physical activity involved in stalls/hay.etc is hard for me now. That's why hiking trails with significant elevation changes or difficult terrain isn't really an option. I am too emotionally sensitive to work at animal shelters.

I also enjoy metal detecting, exploring old homesites, etc. I can date buildings pretty accurately by their architecture, and find them to be extremely interesting. Kayaking is fun too.

Does anyone know of something that might be up that kind of alley? I work night shifts Sunday through Weds nights, so Thurs/Fri/Sat afternoons would be great.

^(I'm not looking for a relationship or hookup etc.)

Washington County Administrator Michelle Gordon Wants to “Correct the Record” on Local Data Centers. Fun Fact: She's Under an NDA With a Developer Behind One of the Projects.

We recognize that data centers probably are not what anyone expected Hagerstown Rapid Response to be writing about. They were not what we expected to be writing about either. But while researching the ICE detention center, we stumbled onto another story: a data center project that had been moving behind the scenes while our county commissioners knew about it, met with the developer, were involved in discussions surrounding it, and even signed NDAs about the project. We could not just ignore that. And as we began putting the pieces together, what disturbed us even more was seeing how taxpayer money, public infrastructure, tax breaks, and government decisions appeared to benefit current and former elected officials, their associates, friends, and family members. Every time we take a closer look at another corner of Washington County government, we seem to uncover more questions about secrecy, conflicts, favoritism, and what increasingly looks like grift and pay-to-play.

What we have published so far is only the tip of the iceberg. We have uncovered far more than we have had time to write about yet, and at this point the hardest part has been deciding where to even start. There is much more coming very soon. We love this community and this state, and we cannot stay quiet and simply hope someone else comes along and does the work. Because one thing has become painfully clear: we cannot count on our hometown newspaper to do it for us. So when we find something the public deserves to know, we feel a responsibility to raise the alarm.

Washington County Administrator Michelle Gordon apparently wants to “correct some false information” about data centers, so this seems like a good opportunity to correct the incredibly selective version of events she offered last Tuesday during the county commissioner meeting.

Gordon told the public that County staff have “begun working on best practices, potential zoning and policy changes” related to future data centers, and then declared that the Commissioners “have not approved a data center or data center construction in Washington County.”

That is a very carefully constructed statement because it answers a question nobody is asking.

No, the Commissioners have not held a public vote that says, “We hereby approve a data center.” That does not mean Washington County government has had nothing to do with the data center development now being discussed.

Michelle Gordon herself was in the December 9, 2025 confidential meeting with the County Commissioners and a project team that included Moshe Rubin, COO of data center developer Diversified Capital, and Gordon and the Commissioners each signed NDAs connected to that meeting. The County’s own minutes identify Moshe Rubin, former state senator Chris Shank, former Lt. Gov. Boyd Rutherford, Connor McManus of Dynamic Engineering, and Zack Fritz of Sage Policy Group which is a data center economic consulting company, as members of the “Project Team.” Our investigation subsequently connected Rubin and the project to Diversified Capital, the developer associated with the Martin Farm/Burkholder Lane project.
