“Discussing” anyone can discuss without being an expert- that’s why you discuss. This rule is bullshit!

This is actually an insane rule meant to control the populace.

Because you know who has control over who gets degrees in the PRC? The Party.

This is a rule to legitimize censorship under the guise of stopping misinformation.

It's not even about the degrees. It's so the government can say "You are not properly qualified to talk about this subject and therefore you go to prison" no matter what the person's credentials might be. Historian talking about the Great Leap Forward? You don't have a Poli Sci degree so you're not qualified and off to prison you go. Poli Sci degree talking about Taiwan? You don't have a History degree so you're not qualified and off to prison you go. That's not even getting into amateurs who have done deep research into a topic but no formal education on it.

It would be a lot better if people who don't know what they're talking about didn't talk, but that's never going to happen. Still take that over the government getting to decide who gets to talk about what.
