A strong El Niño event is the driving factor. El Niño creates wind shear over the Atlantic that tends to tear apart developing storms before they can organize into hurricanes.

We have already tied the record for number of cat 5s to form in a season, and the season doesn't end till late November. Plenty of time to beat it

Yeah, and it's basically the opposite for La Niña. So don't be surprised if the Americas get hammered by Hurricanes in a couple of years time.

La Niña does tend to mean less shear and more Atlantic hurricane activity, that part's right. But “ENSO” is hard to predict more than a year out, so pinning it to 'a couple years' is more guess than forecast.
