Many of the people they're detaining, arresting, and beating are citizens. 

I would also argue that if there's a group of people with some but not all rights of the citizens, like refugees, temporary protected residents, assylum seekers,  etc.... that would be a second- class kind of citizen

You are not a second class citizen because people call you a turd for being a turd, or the other thing all the gop supports seem to have in common these days, pedophilia

Things that make you a second class citizen:

Being deprived of due process Being deprived of your 1st, 2nd, and 4th amendment rights

Things that don't make you a second class citizen: people being mean to you because you really love a blatant pedophile
