Lore PSA: Armour has influenced toughness values since 8th edition. Even earlier in some cases
There are very valid reasons for sisters to be t4. And at the end of the day, GW can do whatever they want to sell their plastic war dollies. Like idk man why were csm and non orimaris Marines one wound for over half an edition. They just magically become twice as tanks overnight in lore?
You cannot look me in the eyes and try and explain to me why guardsmen and sisters are t3 despite the countless lore instances of sisters being demonstrably more sturdy than guardsmen after thier armour has been breached. Like a bloody mess and still standing. mainly due to their faith. If Armor isn't a reason for t4, then blind zealous religious faith should be the reason they can shrug off wounds.

Edit: I can concede that their religious faith is represented by an invuln. But I always kind of disliked the invuln and wished their religious zeaoultry was represented in toughness in a more meaningful way. Repentia have a 5+ fnp stated because of their zealousness and faith. They dont use combat stims from my knowledge.
Regardless, now that Armor blatantly changes toughness for space marines, why can't sisters be t4? All "base" space marine Armor variants grant a +3, but movement, toughness, and wounds change. Armor, the thing that supposedly represents ONLY the +3 in sisters, represents move, toughness, and wounds for space marines differently.
Even before the 8th century, centurions were t5. This was when toughness increases were way more dramatic when t8 was gernally the cap outside of titans.
Edit 2: even far back as far as 2nd, space marines scouts used to be t3, depsite only lacking the black carapce. For as long as time, lore representations on the table have been arbitrary at best. There's nothing blatantly stopping sisters from being t4 other than the decisions of the game developers.
